Introduction:
The Padma Vibhushan is among the three Padma Awards, India's highest civilian honor. The award recognizes achievement in any field, including art, social work, public affairs, science and engineering, commerce and industry, medicine, literature and education, civil service, and sports. An individual can be nominated for the Padma Awards only if their activities involve an element of public service. Nominations are open to the public and self-nominations are also permitted. Invitations for nominations are sent to all state and union territory governments in India, all federal government ministries and departments, various institutions of excellence in the country, and Bharat Ratna and Padma Bhushan awardees. Nominations are submitted between May and September every year.

What is the Padma Vibhushan Award?
The Padma Vibhushan is India's second-highest civilian award after the Bharat Ratna. The award was instituted in 1954 to recognize exceptional and distinguished service in various fields including art, literature, science, public affairs, sports, medicine, social service, and civic service in India. It is a symbol of appreciation in India for individuals who have made significant contributions to the country's development and global reputation.
History of Padma Vibhushan Award:
The Government of India introduced the Padma Vibhushan in 1954, along with the Bharat Ratna and Padma Bhushan. The Padma Vibhushan had three categories, which were awarded in 1955: Padma Shri - for distinguished service; Padma Bhushan - for distinguished service of the highest order; and Padma Vibhushan - for exceptional and distinguished service. In 1978, the government of Prime Minister Morarji Desai alleged that the awards did not comply with Article 18 (abolition of titles) of the Constitution of India. Which states, "No title shall be conferred by the State except for military or academic distinction." This led to the suspension of the Padma awards, including the Bharat Ratna, twice. The awards were reinstated in January 1980 after former Prime Minister Indira Gandhi returned to power. The awards were then suspended again from 1992 to 1997. The constitutional validity of the awards was questioned in the case, citing Article 18. But the Supreme Court ruled that the Bharat Ratna and Padma awards are not titles as defined in Article 18 of the Constitution of India, but national ones.
Criteria and Selection Process:
The Padma Vibhushan Award is given to government employees for distinguished and distinguished service in any field. However, it does not include posts under international organizations. The selection process for this award is done by following these steps:
Nomination: Any Indian or non-Indian citizen can be nominated. The general public, Central/State Governments, and previous awardees can submit nominations for this award.
Screening: The Padma Awards Committee, constituted by the Prime Minister, selects and shortlists the candidates.
Approval: The final list is then approved by the President of India.
Announcement: The award is announced every year on 26 January (Republic Day).
Design and Medal:
The Padma Vibhushan medal is made of intricate details:
Shape: The medal is circular and made of bronze.
Distinctive features:
The medal features a lotus flower with the inscription "Padma Vibhushan" in Devanagari script.
The national emblem of India is displayed below with the inscription "Satyameva Jayate".
Preparation: Every year, at a formal ceremony held at Rashtrapati Bhavan, the recipients are honored with a certificate and medal by the President.
Cash award: This award is a special honorary award with no monetary benefit attached.

The Padma Vibhushan is the second-highest civilian award of the Republic of India, awarded "for exceptional and distinguished service" irrespective of caste, profession, rank, or gender. Recommendations for the award are submitted to the Padma Awards Committee constituted by the Prime Minister of India on 1 May and 15 September every year. The list is subsequently submitted to the Prime Minister and the President of India for approval, and the names of the awardees are announced on Republic Day. The 1954 Act did not allow posthumous awards, but the January 1955 Act amended this. The "Padma Vibhushan" award was suspended twice, from July 1977 to January 1980 and August 1992 to December 1995. However, some recipients have also declined their awards.
